A typical traffic stop in the small city of Rockwood turned into a major controversy after body camera footage revealed troubling behavior by a police officer who was later fired.

The case has drawn attention to the officer’s long disciplinary history and raised questions about how earlier complaints were handled before his termination was finally upheld.

Central to the case is former Rockwood police officer Charles Hover. His dismissal followed a traffic stop incident that got captured on body camera video.

According to officials, the footage revealed conduct that the department considered inappropriate and unacceptable for someone serving as a law enforcement officer.

A Routine Stop Escalates After Bizarre Comment

It all started as a relatively minor stop. Hover had pulled over a driver because of a broken headlight. However, what could’ve been dismissed as no more than a routine situation quickly turned alarming once the body camera footage was reviewed.

During the stop, Hover made comments that investigators later described as inappropriate and unprofessional. At one point, he made a crude remark that investigators said resembled a sexual reference.

The comments were caught clearly on the recording and later became a central piece of evidence in the disciplinary case against him.

Rockwood Police Chief Kelley Pittman said the footage demonstrated a pattern of behavior that had already been documented in the officer’s personnel file. According to Pittman, the department had previously issued multiple reprimands and written warnings over the years.

An extensive review of Hover’s employment history revealed more than 100 pages of records across several police departments. Those records showed a long trail of disciplinary actions that stretched back many years.

A Disciplinary Trail Dating Back Nearly Two Decades

Hover began working for the Rockwood Police Department in 2007. Before joining the department, he had briefly served with the Graceville Police Department for about six months.

While working in Graceville, a complaint was filed against him that raised serious concerns. According to reports at the time, a father accused Hover of telling his 17-year-old daughter to get into a patrol car so the two could talk alone.

The allegation led to a suspension in September of 2007. Hover eventually resigned from that department about a month later.

Shortly after leaving Graceville, Hover began his career with the Rockwood Police Department.

For several years, his record appeared relatively quiet. However, the disciplinary issues became more frequent starting around 2020.

Internal records show multiple written reprimands for conduct that supervisors described as inappropriate. One incident involved sharing an offensive post on Facebook. Another reprimand was issued after Hover allegedly made comments about the weight of women working in the department’s 911 dispatch center.

According to the documentation, he went as far as asking one dispatcher if she was pregnant. Despite the complaints and warnings, Hover remained employed by the department.

The Last Straw

The final incident that ultimately cost him his job happened during the traffic stop captured on body camera.

During the stop, Hover reportedly suggested that a female officer from the Harriman Police Department conduct a body cavity search on the suspect.

That suggestion immediately raised legal concerns.

Under Tennessee law, body cavity searches require a search warrant and must be performed by a licensed medical professional such as a doctor or nurse. Arresting officers are not allowed to perform the procedure themselves.

Police Chief Pittman later stated that the suggestion alone represented a serious violation of protocol and professional conduct.

Following an internal review, Hover was terminated from the Rockwood Police Department.

Hover appealed the termination, but the case eventually went before the Rockwood City Council.

In January, the council reviewed the appeal and decided to uphold the department’s decision to fire him.

Officials say the ruling brings the disciplinary process to a close, though the case has already sparked public debate about accountability and oversight in local law enforcement.

Attempts were made to contact Hover for comment about the situation, but he has not responded publicly.

A Sobering Reminder for Drivers Everywhere

Stories like this are important reminders for motorists everywhere to stay alert and cautious during any interaction on the road, including encounters with law enforcement.
