Virginia Man Found Dead Inside Vehicle Submerged 30 Yards From Boat Ramp

A morning call about a partially submerged vehicle at a Virginia lake ended with deputies discovering a man dead behind the wheel. The Nelson County Sheriff’s Office identified the man as Waynesboro resident Graham Isaac Bolter.

According to information shared by va.statewide.incidents on Instagram, deputies were dispatched to Lake Nelson at approximately 6:49 a.m. after someone reported seeing the vehicle in the water. Responding deputies found the passenger vehicle roughly 30 yards away from a public boat ramp.

Bolter was discovered in the driver’s seat, but authorities have not said how or when the vehicle entered the lake. No information has been released indicating how long the vehicle may have been in the water before it was spotted.

Recovering the vehicle required assistance from multiple agencies and specialized rescue personnel. The investigation into Bolter’s death remains ongoing, with his body transported to Richmond for further examination.

Multiple Agencies Help Recover Vehicle From Lake Nelson

 

The Virginia State Police Dive Unit assisted the Nelson County Sheriff’s Office with the recovery operation. Wintergreen Fire and Rescue’s Swift Water Rescue Unit was also called in to help remove the vehicle from the lake.

Authorities successfully extricated the vehicle from the water following the discovery. The information released so far does not indicate whether anyone else was believed to have been inside the vehicle when it entered the lake.

Bolter’s body was transported to the Office of the Chief Medical Examiner in Richmond as investigators continue working to determine what happened. Authorities have not released a cause or manner of death, leaving the circumstances surrounding the incident unclear.

Locals Send Prayers to Family and First Responders

Reactions to the discovery were overwhelmingly sympathetic, with many people offering prayers to Bolter’s family and friends rather than speculating about what may have happened. One person simply wrote, “Prayers for man and his family,” while another extended those prayers to the rescue personnel involved.

Others focused on the difficult job of confronting the first responders tasked with recovering the submerged vehicle. One commenter thanked them for their work, noting how difficult it must be to pull a vehicle from the water while knowing there could be a deceased person inside.

Another commenter specifically thanked the Nelson County Sheriff’s Office, Wintergreen Fire and Rescue, Virginia State Police, EMTs, and other personnel who responded. They also cautioned against concluding Bolter’s death while the investigation continues, writing that “we don’t know his circumstances.”
