A massive sinkhole opened beneath a vehicle Tuesday afternoon at the base of the Interstate 264 West exit ramp onto East City Hall Avenue in downtown Norfolk, Virginia, leaving the car partially swallowed by the collapsing roadway.
The dramatic incident occurred after severe storms swept across the region, bringing torrential rain and flash flooding that overwhelmed streets and infrastructure. Images from the scene showed the front portion of the vehicle submerged in the hole as emergency crews quickly responded to secure the area.
Initial measurements showed the sinkhole was approximately seven feet long, three feet wide and 10 feet deep, large enough to trap the front half of the vehicle after the roadway suddenly collapsed.
ABC 13 News Now reported officials immediately shut down the affected section of roadway to protect motorists while crews assessed the damage and began investigating what caused the pavement to fail. Initial reports indicated the sinkhole formed rapidly, giving the driver little or no time to avoid it.
Water Main Break Suspected as Cause

Authorities believe the sinkhole was likely triggered by a water main break beneath the roadway, which weakened the ground before it suddenly gave way. Heavy rainfall from the storms may have accelerated the collapse by washing away soil underneath the pavement.
Emergency personnel and utility workers arrived on the scene shortly after the incident, using heavy equipment to inspect the damaged roadway and determine the extent of the underground erosion. Officials also worked to identify whether nearby utilities, including water and sewer lines, had been affected.
The damaged area remained closed as crews evaluated the structural integrity of the surrounding roadway before beginning repairs.
Driver Escapes Without Serious Injury

Despite the frightening nature of the incident, the driver was able to escape the vehicle safely. According to local officials, no serious injuries were immediately reported.
Witnesses described the collapse as sudden, with the roadway appearing normal moments before the pavement gave way. The trapped vehicle quickly became a focal point for emergency responders and passing motorists, with photos and videos circulating widely on social media.
Authorities urged drivers to avoid the area while recovery operations continued, warning that additional lane closures and traffic delays were expected as repair work progressed.
Repairs Underway Following Infrastructure Failure
Repair crews began work soon after the incident, pumping water from the damaged area, excavating unstable pavement, and preparing to replace damaged infrastructure beneath the road. Engineers will continue inspecting the site to ensure the surrounding ground is stable before reopening the exit ramp to traffic.
The incident highlights the challenges aging infrastructure can face during periods of extreme weather. Heavy rainfall can expose hidden weaknesses beneath roads, particularly where underground water or sewer lines have deteriorated over time.
City officials have not announced when the affected roadway will fully reopen, but motorists are being encouraged to use alternate routes until repairs are complete. Investigators will continue examining the exact cause of the collapse while monitoring nearby roadways for any additional signs of instability following the storms.
As cleanup and repairs continue, officials are reminding residents to use caution when driving after heavy rainfall, particularly in flood-prone areas where road surfaces may conceal hidden hazards beneath standing water.
