A weed-spraying run along a rural Washington service road took a frightening turn this week when a utility maintenance truck rolled over a tarp with someone sleeping underneath it. The 61-year-old man was hurt in the process, and the incident is now under investigation by the Grant County Sheriff’s Office.
It happened Monday, July 27, on a service road that runs parallel to State Route 17 between Randolph Road NE and Road G NE, just northwest of Moses Lake. A Grant County Public Utility District employee was out spraying weeds along the power line corridor, a pretty routine maintenance job, when he spotted what looked like a tarp lying in the roadway ahead.
Here’s the part that makes this whole thing so unsettling: the driver did notice the tarp. He just didn’t think much of it. According to KIRO 7, it’s common for trash and debris to blow off SR 17 and land on that service road, so a stray tarp didn’t exactly set off alarm bells. He kept driving.
Then he felt a bump, and heard someone cry out.
A Split-Second Realization
That’s when everything changed. The driver stopped immediately, discovered the man underneath the tarp, and called 911. Grant PUD says he stayed with the injured man until first responders arrived on scene. Whatever else went wrong that morning, credit where it’s due: the response after the fact was exactly what you’d hope for. No driving off, no hesitation, just straight to helping.
The Grant PUD Facebook page posted: “We are sad to report that a member of the public was injured this morning in an off-road accident involving one of our vehicles. A Grant PUD employee was driving along the transmission line corridor near Highway 17 northwest of Moses Lake when the vehicle contacted the person. When the employee recognized what had happened, he immediately stopped, called 911, and stayed with the injured person until help arrived.”
The man was taken to Samaritan Healthcare in Moses Lake for treatment. As of this writing, his condition hasn’t been made public.
Why This One’s Hard to Shake
A man was apparently using that tarp as shelter, and got run over because, from behind the wheel of a work truck, a person under a tarp looks an awful lot like windblown trash. That’s not a knock on the driver. It’s just a genuinely difficult scenario to catch in the split second you have to react.
Noted one Facebook comment: “Try acting as a first responder on these busy roadways. Then you will understand driving over debris is a better choice than causing a collision with other vehicles and property.”
Rural service roads aren’t built with pedestrian visibility in mind, and debris really does pile up along highway shoulders all the time. This wasn’t reckless driving or someone blowing through a work zone. It sounds like an honest, split-second misjudgment with a serious outcome.
However, some comments were disturbed by the driver’s behavior.
“It’s actually considered reckless driving to serve or brake suddenly for a road obstruction,” pointed out one resident.
Added another: “That’s why I don’t run over boxes, bags, or tarps in the road. You never know what’s in them. Harmful debris, an innocent animal, or a person in crisis.”
What Happens Next
Grant County Sheriff’s deputies are still working the case, and Grant PUD has publicly said it’s hoping for the man’s healing and recovery. There’s no indication yet of any citations or further action against the driver, and given the circumstances described so far, that tracks. Sometimes the road just doesn’t give you enough warning, no matter how attentive you’re being behind the wheel.
