A remarkable story has emerged from Pennsylvania after a federal judge concluded the sentencing of a group that had been stealing high-performance muscle cars across several states. It turned out they had been using these cars at car meetups and at street takeovers.
The U.S. Attorney’s Office for the Middle District of Pennsylvania recently announced the sentencing of those involved. On September 29, 2026, Chief U.S. District Judge Matthew W. Brann sentenced the final two defendants, who had been transporting the stolen vehicles across state lines.
It turned out this wasn’t just a couple of cars either. This involved several cars in a multi-state auto theft ring operating across multiple American states. Those involved usually targeted muscle cars and sports cars, such as the Cadillac CTS-V as well as the Chevrolet Camaro and the Chevrolet Corvette. The fact that they even used them in meet-ups suggested they never thought they’d be caught.
Incredibly, the thieves stole over two dozen vehicles during their operation. From what was reported, it appeared to be a well-oiled and organized operation, and it would have had to be to have stolen so many high-end cars.
This Is How the Auto Theft Ring Operated

U.S. Attorney Brian D. Miller said Ian Torres, 26, of Philadelphia, and Jose Otero Nieves, 43, of Baltimore, along with eight others, had agreed to move the stolen vehicles from state to state. They did so with the aim of hiding, holding, or selling the vehicles, with sports cars and muscle cars the primary targets of their thefts.
The stolen cars were then taken to car meetups and street takeovers. Participants seized control of parking lots, intersections, roads, or sections of highways. Each car was shown off online and in person but was often driven recklessly, including burnouts and drifting. A well-known meetup group in Baltimore was actually run by Otero Nieves. Some of the thefts date back a few years, with one occurring in October 2023 at a car dealership in Selinsgrove, Pennsylvania.
Here, Torres and Otero Nieves, along with others, stole eight vehicles. Five were Cadillac CTS-Vs, two were Chevrolet Camaros, and the final one was a Chevrolet Corvette. This was just a handful of the vehicles the group stole over the last few years, with more than 12 reportedly stolen in total. Judge Brann stated that more than a dozen cars were stolen by each of the two men who had been most involved in stealing the cars.
The Group Was Recently Sentenced
There were ten involved in the auto theft ring, with nine sentenced and one deceased. Jose Otero Nieves received a sentence of 96 months in prison, with Rafael Otero Nieves receiving 84 months in prison. Ian Torres had a 54-month sentence.
The lowest sentence went to Robert Jones and Ramyond Steward, who both had a six-month prison sentence handed down. It is quite remarkable how many of the vehicles they were able to steal and over what period of time.
It would appear, however, that their days of stealing are now over.
