Texas Man Driving Stolen U-Haul Has More Than Just the Truck to Worry About, Police Say

A Texas man driving a stolen U-Haul truck found himself facing more than just questions about the vehicle after police pulled him over in Conroe. Officers discovered that 38-year-old Ryan Woessner had four outstanding warrants from Travis County, turning a stolen vehicle investigation into an arrest involving multiple existing criminal cases.

According to the Conroe Police Department, officers received an alert from a Flock license plate reader around 4 p.m. on October 6. The system identified a stolen U-Haul traveling near the intersection of West Davis Street and West Dallas Street.

Officers located the truck heading eastbound on Davis Street and contacted dispatch to confirm that it had been reported stolen. Once that confirmation came through, police conducted a high-risk traffic stop in the 1300 block of East Davis Street.

Woessner was identified as the driver, while 33-year-old Alyssa Rutledge was riding as a passenger. Both were taken into custody, although Rutledge’s arrest followed what police described as uncooperative behavior during the investigation.

Police initially announced that Woessner had four outstanding state jail felony warrants originating from Travis County. Montgomery County jail records provide additional information about the cases associated with his arrest, including several different offenses.

The booking records list possession of a controlled substance, burglary of a building, assault causing bodily injury to a family member, and a bond forfeiture entry. Those records classify the drug possession entry as a second-degree felony, the burglary entry as a state jail felony, and the assault and bond forfeiture entries as misdemeanors.

The jail also lists four out-of-county bond amounts of $15,000, $5,000, $10,000, and $10,000 for the respective entries. While the sheriff’s jail records identify these existing cases, Conroe Police did not announce a new charge against Woessner for stealing the U-Haul or explain how the vehicle originally came to be stolen.

Passenger Faces Drug Charge and Additional Warrant

Rutledge’s encounter with officers also resulted in multiple charges after police said she became uncooperative during the traffic stop. She was arrested for interference with public duties, and further investigation led to a second-degree felony charge of possession of a controlled substance.

Montgomery County jail records specify that the drug charge involves between four and 200 grams of a Penalty Group 1 or 1-B controlled substance, with a $20,000 bond set by a magistrate. The interference charge is listed separately with a $500 bond, although the jail classifies it as a Class B misdemeanor rather than the Class A misdemeanor identified in the police department’s announcement.

The jail records also contain an order-of-arrest entry dated October 7, with no bond listed on that warrant. Both Woessner and Rutledge were booked on October 6, and the stolen U-Haul was recovered following the license plate reader alert that initially brought the truck to officers’ attention.
