Police said the surveillance video helped investigators identify the owner of the red Honda Accord as 64-year-old Beverly Sasberry.
Authorities pulled Sasberry over on April 30 and interviewed her before making an arrest, according to the sheriff’s office.
She was charged with 11 counts of felony animal cruelty.
