Washington, D.C. authorities have identified the victim of a deadly pedestrian crash that occurred last Friday night on one of the region’s busiest commuter highways. Luis Alberto Cespedes-Corrales, a 27-year-old resident of Dumfries, Virginia, was struck by a vehicle traveling on Interstate 295 and did not survive. The Metropolitan Police Department confirmed his identity as the investigation into the circumstances of the crash continues.

Officers were dispatched to the scene just before 7:45 p.m. after receiving reports of a pedestrian who had been hit by a car. When they arrived, they found Cespedes-Corrales lying in the roadway suffering from what were described as critical injuries. DC Fire and EMS personnel responded quickly alongside police and worked to save his life, but despite their efforts, he was pronounced dead at the scene.

The crash has drawn attention not only because of the tragic loss of life, but also because of where and how it happened. Interstate 295 is a major north-south corridor that runs through the nation’s capital and into Maryland, carrying heavy traffic daily. A pedestrian fatality on a highway of this kind raises serious questions about road safety, circumstances that led someone to be on foot along a high-speed roadway, and what, if anything, could have prevented this outcome.

According to the Metropolitan Police Department, the driver of the vehicle involved was traveling northbound in the far-right lane of I-295 when the incident occurred. Investigators say the driver noticed Cespedes-Corrales standing on or near the solid white line that marks the edge of the travel lane and the shoulder of the highway.

Police say that Cespedes-Corrales then moved unexpectedly into the path of the oncoming vehicle, and the car struck him before the driver could react. The driver immediately pulled over and contacted 911 rather than leaving the area. Law enforcement confirmed that the driver remained at the scene and is cooperating with authorities.

At this stage, no charges have been announced in connection with the crash. The investigation is still active, and police have not indicated whether any factors such as speed, impairment, or road conditions are being examined in relation to the driver’s conduct.

Pedestrian Fatalities on Highways: A Broader Safety Concern

While most pedestrian crashes occur on local streets and intersections, fatalities on high-speed roadways like I-295 are not unheard of and often involve complex circumstances. People may end up on highways due to vehicle breakdowns, disorientation, mental health crises, or other emergencies. When someone is on foot along a stretch of road designed for vehicles traveling at highway speeds, the risk of a fatal outcome is significantly elevated.

The Washington, D.C. area has seen ongoing discussions in recent years about traffic safety and Vision Zero initiatives, which aim to eliminate traffic fatalities entirely through infrastructure changes, enforcement, and public education. Incidents like this one often reignite those conversations, particularly around how emergency services and motorists can better respond when vulnerable individuals are spotted in dangerous highway situations.

How to Share Information With Investigators

The Metropolitan Police Department is asking for the public’s help as they work to piece together a complete picture of what happened on I-295 that evening. Anyone who may have witnessed the crash, been driving in the area at the time, or has any other relevant information is encouraged to come forward.

Tips can be submitted by calling the MPD tip line at 202-727-9099 or by sending a text to 50411. Investigators have not released any additional details about the direction the investigation is headed, but they are urging anyone with knowledge of the incident to reach out as soon as possible.
